| An article in the current issue of our local MG car club magazine refers to
emission testing in New Jersey in the following way:
        "There is now in place compulsory emission testing of all cars over
        4 years old. If your car fails it must be taken off the road.
        Only if you spend $450 on repairs at an approved repair facility
        can you get a waiver. Those that fail are forfeited to the State
        and the State gets pollution credits which it can sell to industrial
        polluters."
