Alternator Woes

I have an unusual (?) alternator question. My 72 B alternator seems to 
work only part of the time. I have a volt meter on the system and at 
times all works well with about 14 volts on the meter. Other times it 
appears not to be charging at all and the meter reads 12 v and will drop 
to 10 or so with the brake lights applied. Is this a faulty voltage 
regulator in the alternator or some other problem?
