    I'v never heard of an air-pump /increasing/ HP, as the parasitic 
drag to run the pump with a fan belt is second only to the drag added by 
a water pump.  I think the single largest drop in HP for the original 
MGB 4-cylinder  occurred in '68 when they added the air-pump.  Many 
modern cars have added electric air-pumps to avoid the parasitic drag, 
although these "air-pumps" are intended to inject air into a 3-way 
catalytic converter, not a closed-loop EFI system.  I don't know what 
the EPA's original intent was, but regardless, injecting air into 
burning rich exhaust gasses /will /allow more complete combustion, 
reducing hydrocarbon polutants (I don't think it does anything for NOX, 
which is what the EGR was for).  In theory, that could help with a 
carburated and turbocharged car, but I doubt that's the case here.  Of 
course, with modern EFI, there is almost no unburnt fuel in the exhaust, 
unless you have 70,000 miles on your O2-sensor, in which case, all bets 
are off.
