Could the lifters be gummed up and not fully pumping up? Was it stored for a long time?

Can anyone describe the sound of valve float?

at 4500rpm and above my engine starts to make a racket similar to the sound
of the valve gear of the stock b motor. I am taking this to be the sound of
valve float, am I correct? If so that means I am getting it 1000rpm lower
then I ought to. They are original valve springs on a VERY low mileage
motor but that doesn't change the fact that they are 40 years old.
