The only one who can turn in (sell his car to the state) is the registered
owner and only one car and one truck a year and It has to be running. Is
anyone going to sell their running Midget or Jag to the state to be scraped?
If any collectable car is running, even if it is in bad need of a restoration,
it will be worth 5 times what any state or federal agency is going to pay to
have it scrapped. The way I read it is that it is an "Offer" to sell your old
gas guzzler to the state, not an order to do so. I do believe the target for
this bill is the poor guy driving that smoking V-8 gas guzzler (which is
costing him more in gas and oil than the payments on a new car). My state reps
don't listen anyway, even if it were something that needed stopping.
