Trailer brakes required by law in most states above a certain weight? 
(3000 lbs. gross?)

I certainly wouldn't want to tow without them. My trailer has hydraulic 
surge brakes. I can stop our rig just about as quickly with the trailer 
  as I can driving the truck alone.
