Radial tires and inner tubes

My buddie is building a rather healthy Vincent and was told that he should run 
inner tubes in his radial tires by the Michelin man.  He will be shooting for 
about 150 mph on tires rated for 158. The rule book says no inner tubes in 
radials. Can't find anything in the archives about it.  Any thoughts?
