Yes, Keith, that is essentially it. Even the fine
stones create small valleys of their own so unless you
intentionally set out to remove post-honing surface
defects, these peaks will remain. Plateau honing is a
series of surface overlayments. Depending on what
surface features you are after, depends on which
overlayment you alter. Regardless, surface defects
must be removed in all cases. I can find no good
reason to leave them.

Your description of torn and folded metal is spot on.
I can't improve on that.
