thanks for letting us know some of the history of LSR tire design (and SCTA
outlook on the subject).
Some closed-course race cars (CART, for example) do attach the wheel balance
weights as you describe-- on the interior part of the rim (on a plane
parallel and opposite the tread).  I suspect that it is as you suggest-- in
order to use the centrifugal force to help hold the weight in place.  (In
fact, many of the teams hold the weights on with only a piece of aluminum
tape, like you would use with exhaust wrap, or other insulation!)
