air foils on F1

Hi All,
Just watching the F1 race; looking at the small air-foils ahead of each rear
wheel on M. Schumacher's Ferrari;
Would they be to deflect the air flow over the wheels?
Ralf's has small plates about 3-4in. wide.
Any ideas?
