23" is MUCH too long.  Think of what would happen if you were unconscious
and your arms were relaxed.  Where would your hands be?  Where are the
restraints to be fastened?  Lower that wheel down!  Keep the restraint
connections either on your gloves or attached to loops sewn into the cuffs
of your driving suit.  No matter what happens you want your hands well
inside the cage.
