Tom, many thanks for all your efforts toward getting ECTA up and
running, and now for your interesting story about what it took.

The history doesn't surprise me at all, after 26 years myself in state
and local government.  The upside of the story is that if the right site
is found that planes don't use, and there's no reason to the contrary,
an agency like the Airport Commission will allow the use.

Sure, the idea can be killed by nothing more than the whim of an
important local elected or appointed official.  But that's politics, no
use fighting it too hard.  

Serving myself on a local commission, you will find that the people are
of average good-will and if somebody wants something reasonable, that
doesn't hurt other important public interests, they will allow it.  This
is not bad, people on commissions are there to serve some public
function and protect the public interest.

It always takes someone like you, and John Beckett, and other ECTA
leaders, to step up and do the legwork to get something valuable off the
ground.
