Wouldn't you think that to get FIA recognition that you
would have to have a copy of SCTA rules and a copy of FIA
rules along with both groups with people that are authorized
to make decisions and just compare them.. I bet there are a
lot of FIA classes that don't fit anywhere in SCTA and the
same for SCTA classes that don't fit in FIA. May be could
agree on what classes are similar and agree to share records
in them. But and a big but in FIA I don't think the venue
has anything to do with the record. Someone else may know
better though. What I mean is someone can set a record in
England at sea level on concrete and exceed the Bonneville
record and have the 'Worlds Record' for that class. I really
don't think that anyone that races at Bonneville wants to
race heads up with anyone at any race track at any air
density. The only car that has a advantage at Bonneville
that i can see would be an electric or any other way of
generating power that has no handicapp due to air density.
The Bonneville would then be at an advantage as the aero
losses I would think should be less due to the 'thinner'
air..  The real reality of it all is that Bonneville records
are just that Bonneville records. They are not worlds
records because no one that races Bonneville that i have met
in the last 10 years would be willing to turn their record
over to someone else that did not set them at Bonneville. 
Keith if you set a record in D/FAlt at 240 and someone in
the south of France with a car that meets specs exceeds your
speed are you willing to turn your record over to them? They
set theirs on 15 miles of concrete at sea level and you used
5 miles of salt at 4800 feet.. I think if you really
consider the differences that  Bonneville records may be
faster than the worlds record for a particular type car they
are not the worlds record in the sense that if the situation
is reversed and the worlds record is faster than the
Bonneville reocrd that it will not be recognized as the
Bonneville record. Hence they are not worlds records at
least not all of them..
It's all a a matter of give and take and recognizing that if
you set a record at Bonneville and it happens to be over the
worlds record then it is one. If I race the G\GL at
Bonneville and i set a record at 205 it is not a worlds
record if anyone anywhere with accurate timing has gone
faster.
