Get a Skype prepaid phone account for international calls. Better yet:
Get WhatsApp and make international calls to whomever has the App over the
internet or Wi-Fi for free. Most foreign business I have dealt with have it.
You can even make video calls so the Merchant can show you the part, or
whatever.

Thought I'd give closure to my adventures with Denis Welch. Recalling, some
weeks ago, I tried to order an aluminum head & accessories and pay with
VISA.
Welch rejected the VISA, telling me to deposit the money to their bank, in
Pound Sterling only! My bank couldn't do that, so I set up a service (AFEX)
that could do this
at a reasonable rate. Last Friday, at the last minute, I get an email from
Welch saying they could take my VISA, but only over the phone! I only have
a cellphone,
which won't let me call overseas, but they can call me! I emailed them to
call me immediately, which they did. The shipment arrived Tuesday, I had to
pay UPS a $45 "import fee."
No mention (yet) of sales tax. So, all is well. Thanks for all the replies
& advice. Hope to get it installed in a week or so.
