OK, did an exhaustive investigation--i.e. a google search--and found the

This is just some guy on the internet, but the info is more
comprehensive than anything else I found, short of reading all the
applicable statutes. Makes sense, though, as I've never heard of zinc
or ZDDP being banned, and I checked the bottles I just bought and there
is no 'SAE API SERVICE' rating at all on them at all. So, my hypothesis
is that Valvoline pulled VR-1 from shelves in 2016 because it had no
label or an SN or prior rating, making the oil 'obsolete.'Â I haven't
checked whether there is any VR-1 on the shelves anywhere in California.
At any rate, Wally Mart will deliver to your California home, for free
(they even refunded me $0.12 they appeared to have overcharged).
