I would strongly advise NOT to use glue/cement/thread locker/sealant.
It may cause problems later on at disassembly. Paramount is to remove
all burrs from all surfaces involved: key, hole, wheel, and chamfer very
slightly the key and the slot in the wheel. Make sure everything is
spotlessly clean and free of any debris, use brake cleaner and a small
brush for that. After everything is dry, use oil or light grease on the
key and wheel and make sure the key sits properly in the hole in the
shaft so that the wheel slides over the key without problems. If the key
is still pushed out of the hole try to use some longish piece of wire
looping it around the key and twist the wire until all is tight (the
ends should be out beyond the wheel), push on the wheel which will push
back the wire loop that will keep the key in place until the very end
when it will slide of. You can then untwist the wire and remove it.
