[Healeys] Throttle springs on carbs

Fellow listers just rebuilt the carbs on my BT7, installed the carbs,but not
having any luck with the spring action, how tight do the springs need to be?
Do I need to take them back off, and adjust them that way? What would be the
the best way to do this? Thanks Bob
