Ned, Before you go any further, check the degree of toe in. As a wheel is turned outboard the top will lean out, while the wheel turning inboard will have the wheel lean in. With the toe in set wrong it's amazing how much negative camber can be seen. This is not an uncommon thing to see and can be adjusted easily with the effective legth of the tie bar across the front.
