OK.  it's total ignorance time!!!!

Can someone tell me what this grease covered thing is down to the left?

I am referring to the item just above the steering bar,  siting on the
passenger side, in the front, down  on the frame.

and, i am assuming i can clean all that gunk off it without worrying about
damaging something.
