Choke Cable Adjustment

Dear List or should I say Dear Everyone not at Solvang or RA,

When you attach the Choke Cables to the SUs, is the Check Lever up a little,
or is it totally released?  It seems I was running rich on the front carb
because
I had the Choke Cable attached such that the Choke was always on a little.
