Both the winter-summer valve, and the 
heater control valve can be rebuilt.  The
winter summer valve is a plug type ported
valve and can be lapped with lapping compound if
its leaking.  It might drip at low pressure, but
due to design will seal tight when there is
pressure in the system.  The heater valve can
leak only if the O ring is bad, and I rebuilt mine
for the cost of a O-ring (35 cents at the hardware
store).   Be very careful with the heater valve screws,
they are some size that I could not find. (was going
to replace them with stainless).   BTW, being in
the Navy, and liking shiny brass, I shined mine
up and coated them with clear varnish, keeps them
shiny a long, long time.
Of course, everyone knows I am a 
cheap ba*&%$#, would have been
much easier to just by new ones......
