The return line helps prevent vapor lock. It is NOT emissions control
(in 1970, the fuel system received lots of extra plumbing to trap
and recirculate fuel vapors).

If you note, the return line is larger than the supply line. It also
attaches to a separate tank fitting. When I was going to drop an
early tank into my '68 I inquired about just routing the return into the
vent fitting on top. The response was don't do it, because of the 
potential to create static electricity and simulating a Pinto.

Were I to be doing your swap, I think I'd temporarily plug the line
at the engine and not get back to it until/unless there seemed
to be a problem. Other opinions, anyone?
