Does anyone know what an "evcuation" system means? I kept filling the
radiator from the cap over the thermostat, ignoring the overflow tank.
Then I realized it is part of the pressurized system and needs to be
filled as well.

By changing the thermostat and having the radiator recored, you are covering
the major things that could be the problem. Also, if your car has the fan
clutch and the 7-blade fan, get rid of them and get a solid block and a
4-blade, available from any of our suppliers. If you get rid of the fan
clutch it will increase cooling a lot, but if you keep the 7-blade fan it
will be very noisy and won't cool any better than the 4 blade.
