Check with the appropriate government bodies to be sure, but if I remember correctly: The DOT safety work - bumpers, etc. - *has* to be done. However, the EPA grants one (and only one) waiver per person per _lifetime_. And if you sell a waivered car, it must be smogproofed before the title can pass hands.
