Keep in mind, air is rushing by perpendicular to the needle's direction
of travel. Just as if you blow across the top of a straw, the fuel gets
sucked up the straw. If you have the float level set correctly, the
fuel level is just below the top at rest. When the air moves across the
top, the fuel level rises, the fuel reaches the top, and is atomized by
the air rushing over the top. Try it with a straw the next time you
stop at McDonalds.
