**** I had this exact problem with the Clankster ( my TR2 )!  It turned out
to be weak valve springs.  They were so weak that the installed height was
the same as the free height.  You could open the valves( just a bit! )
with the palm of your hand.  New valve springs cured the problem. 
My theory is that the weak springs caused a little teensy bit of exhaust
gas to leak back into the into the intake manifold, thus killing the
vacuum.
