I live in Heber Valley, so I checked on this question.
The official answer from Laurie Wynn is that there is NO candy throwing. It can
be passed out in a delicate manner, however the throwing of candy will get your
thrown out of the parade immediately and then prevented from being in next year.
If I'm not driving I'll be watching.
