other people's rubber

My kumho ecstas picked up a _lot_ of scruffy used rubber on sunday running
at GGF.

I seem to remember that there is a way to remove this rubber so the race
tire can do it's job again. Can this be done with chemicals (ugh), or
scraping with a puty knife, or...?
