Can someone clarify how the PAX indices are calculated?

They are based upon whatever Rick Ruth in Chicago Region thinks is "right."
Rick is the newly volunteered keeper of the PAX index. We print the PAX
index on page 2 every month in North American Pylon. In the Jan. Pylon Rick
writes about what he thinks PAX should be.
