Agreed.  For most of the "smaller" STS cars, a 23" tall tire is ideal.
"Good" tires roughly filling that order include:

195/60-14 (yuck, as if)
205/50-15
225/45-15 (Sadly, not available in STS legal tires)
215/40-16 (a little shorter than 23")
225/40-16
225/35-17 (Hankook has this in their K104 line).
