What are you notching it for?
Where is the notch to be located?
How much notch (how deep a cut) are you talking about?
What kind of rollbar do you have (street or race)?
What kind of car is it in?

Depending on your purpose, it might weaken it or strengthen it.

More info needed to provide an intelligent answer.
