I'd say that the holes in that bracket define one end of the
"dimensional characteristics". The distance from those holes to
the spring seat must remain Stock, and also the distance from those
holes to the mounts at the strut tower (at both full compression and
full droop) must remain Stock. So I'd say no, not at all free.
But I'm hardly an authority. If you want a real answer, write a letter.
