Yes, gauges and indicators are specifically listed as allowed but the rest
of the sentence has limitations on the allowance.
A lot depends on the definition of "have no effect on performance and/or
handling". Does it mean of the car or the car with a driver. A case could
be made either way.
The clarifications in the next two sentences could be used to bolster the
case that this does not allow items that assist the driver's control of the
car while on the course.
What is the effect of an item in the car? If it is for comfort and
convenience without a performance assist, the rule says OK. If it is to
assist their driving, the rule is unclear.
