Instead of claiming rules, how about:
1) Everyone bring a car.
2) Random assignment of vehicles on each run.
3) Your car must never produce all runs 15% below the mean. [disqualification
of owner/driver]
Bone stock would be the result, if anyone showed up. ;^)
