Insurance Settlement Vehicles

Does anyone have any experience with the places that sell insurance
settlement vehicles?  I'm thinking that this might be a good source to find
a cheap car for a race car project, but I'm suspicious because the ones I've
seen want you to pay to subscribe to their car locator service.  One example
of such a place is www.Autosource-online.com.  Anybody have any experience
with this type of place?
