I'll take a stab at it. (Pun intended) Older car's rubber brake lines
are more likely to experience cracking and bulging, even rupture over
time. Allowing older cars to replace those with a better quality part
is simply a matter of safety, and results in no performance advantage
other than the brakes are less likely to fail. I don't know when it
became a rule.
