It's called a "mandatory" recall and, yes, there is such a thing.

No, but if you don't have the work done (which, by the definition
of a recall, must be done at the manufacturer's expense) it can
void your warranty.

Mandatory recalls are most often the result of defects that make
a car(s) fail to comply with Federal safety or environmental
standards.
