Harness/Roll Cage Rule

Has anyone heard the status of the rule where in order to use a harness you
must install a roll bar?  There was talk of it previously, but at that
time, it was not yet a rule.  Rule changes were not published in the latest
issue of Sports Car.  

I personally prefer a 5-point harness and would feel pretty uncomfortable
not being able to use it.  The addition of a roll bar/cage not only puts a
dent in the pocketbook, but adds extra weight.
