Phil,

I would try 2 things before you go the expense and time of lifting the head.

1. Remove the thermostat pro-tem, and try it.

2. Remove the water pump, to check the impeller is still there.

If the above are OK, it probably is the head, or the head/block full of many 
years of gunge.
