Like a pucupine making love...carefully!

I use fingernails for the center button, inner collar comes off easily with a 
single 1/2" bolt.

Horn rim itself then comes off with 3 phillips scews.

Assuming you have the adjustable column type, to remove the steering wheel:

1. Loosen the elongated adjuster +/- 4 turns, whack with a suitable hammer or 
drift, to allow the shaft to move up/down.
2. Loosen the main wheel to shaft nut +/- 4 turns.
3. Mark the position for refitting, by scoring the shart and wheel boss.
4. Loosen the wheel from the shaft spline by pushing the shaft fully down 
then sharply up.

That should do the trick, without any damage.
