Eastwood carries a product that is made for steering wheel restoration. It's called PC7 Epoxy. One pound sells for 12.99. I can't vouch for the product because I have never tried it but I think filling with epoxy, sanding and then a coat of epoxy enamel paint is how the steering wheel pro's do it.
