If it turns out that Bill's suggestion is indeed the culpret, I have done an 
"upgrade" to the stock TR6 fuse holder for several local club members. Corroded 
fuse connections are common and will keep horns and lights from functioning. My 
remedy has been to clean the back side of the fuse block and solder all the 
riveted points of contact. (See picture)

My experience has been that it is a contact problem between the fuse and the
fuse holders in the fuse block. Clean the connections in the fuse block and
wiggle the fuse around when installed and see if they work.  Also might check
the spade terminals on the outside of the fuse block. Years of corrosion will
take it's toll and connections won't be all they are cracked up to be.
