I have a 72 with CD-2's.  The plug on mine pulls out from the bottom,  it has 
plastic fingers that hold it in with an o-ring that seals.  The  hoses tie in 
behind the butterfly, so they should not affect the mixture but  will affect 
vacuum, if you have the charcoal canister, I would reconnect.   You can find 
your correct emission diagram in the online Moss  Catalog. 
 
Yes I think the mixture is adjustable with the tool, but check the catalog  
as well, the early carb on 69's I believe did not have adjustable needles.   
Best carb info I have found is here free. Part I, II and specially III for what 
 
you are asking about.
