door workings

I took the panels off my doors this evening and had to remove some plastic
(It was getting caught in the window mechanism) that I believe helped keep
moisture from the panel.  How necessary is this plastic?  Should I do
anything else while I have the doors apart?  

 

Also, what's the best way to reinstall the clips that hold the window waist
seal?
