Drew---It's possible the (Philips head?) screw you found came out of the
rocker operating shaft. Start the engine, take off the oil filler cap
and shine a light inside. If this is the screw that came out, oil could
be squirting up out of the hole (back by the rear rocker pedestal) It
it's not, check to see if oil is weeping out of the rocker right under
the cap. (It should be) If you see no sign of oil here, then take off
the rocker cover for a better look.

The Philips head screw should stay in place without the Locktite, but it
ever hurts to use a drop in such places.

If the engine has been running without oil to the front rockers because
this screw was missing, chances are good that some excess wear has taken
place at these stations. It will show up as too much valve lash. If this
is so, it's not difficult to check or replace the rocker operating
shaft, if necessary.
