When I mess with the fuel lines, I find it easiest to just stick a pencil in the hose. It's a snug enough fit to prevent the gravity feed. I don't know any way to crack the fuel line without spilling a tiny amount of gas (clamping the hose probably won't damage it and it will minimize the spill) .You might open the gas cap in case your emmision lines are clogged and creating air pressure in the gas tank.
