Looks like a hardtop boot cover. It was an accessory; there is a picture in the old TRF parts manual. I have it in black. You leave the soft top in place (removing the back part from the deck) and us

Definitely not a hard top boot cover which is shown at the link below. The pocket on that type of boot cover is very obvious. My guess is that the owner didn't want to remove the boot cover to use a
