- Check in the engine compartment down at the steering rack. On the adjuster for the free play of the rack gear, there should be a small grounding strap running to the frame to complete the ground path

- Easier to fit a ground strap from rack to chassis as Paul Tegler says, but I have to say I have never come across such a strap as standard, although it is one of the fixes recommended for weak horns.

- Sure - just get a wire with 2 ring connectors on the ends, big enough to go over the 1/4" (I think) bolts that hold the U joint pinched on the column. Put one on each side of the joint, and grounded
