What I've never figured out was, why the light was $8-$10, but a replacement ballast is $15-$20. Cheaper to just buy a new light, though it offends my sensibilities.

You are probably getting a better ballast when you buy a replacement. My biggest problem with the cheap lights is that they have low quality 50 degree ballasts that flicker, etc. If your shop is not
