I vote for the POR-15 also. It will be much cheaper and easier to do than the powder coating. I coated my rear suspension springs and all over a year ago and it still looks great. Surface prep really

I thought the whole point of POR is not having to sandblast it. POR stands for paint over rust, after all. You would need to take it to bare metal in order to powder-coat it, however. I'd go POR or C
